Inner County Outreach Celebrates 40 Years of Impact with Community Family Day

For four decades, Inner County Outreach has been a steady presence for families across Harford County, quietly doing the work that helps people move from crisis to stability. Now, the organization is inviting the community to come together and celebrate that impact at a special 40th Anniversary Family Day.

A Milestone Worth Celebrating

Founded in 1986, Inner County Outreach (ICO) is a faith-based nonprofit committed to strengthening families by addressing educational, social, and health needs. Their mission centers on helping individuals and families reach self-sufficiency and build a better future.

Over the years, ICO has grown into a comprehensive support system for the community, offering programs that meet both immediate needs and long-term challenges. Their work spans everything from basic needs assistance and housing support to mentoring, mental health services, and youth development.

A Holistic Approach to Supporting Families

What sets ICO apart is its “wraparound” approach—supporting individuals and families at multiple points in their journey. Programs include:

  • Basic needs and crisis support, including food assistance and help with eviction or utility shutoffs
  • Youth and family services, such as after-school programs, summer camps, and therapeutic mentoring
  • Mental health services, offering counseling and support for children and families
  • Programs addressing incarceration and re-entry, including mentoring and support for individuals and families impacted by the justice system
  • Housing and stability initiatives, helping families move toward long-term independence

This broad range of services reflects ICO’s commitment not just to meeting urgent needs, but to addressing the deeper challenges that can keep families stuck in cycles of instability.
